Job Description:
We are seeking a Technical Coordination Manager for Design and Construction in Edmonton Canada, to support a growing workload of heavy civil and alternative delivery projects, including the Edmonton Valley Line West LRT project. In this role, you will oversee the performance of technical duties necessary to support the operational requirements of EVLW Edmonton project. As a member of the core technical group, you will be actively involved in the development of technical priorities/objectives that would benefit the EVLW Edmonton project.
The Edmonton Valley Line West LRT project is a 14-km long line extension of the soon to be in service Valley Line in downtown Edmonton, Alberta. The scope of work generally includes complex staging; new facilities such as stations, OMSF, storage facility, and stops; elevated guideway; new structures; systems and communications installation; trackwork; testing and commissioning; and all other civil works associated with the scope. It is the first LRT extension project using low-floor vehicle technology in Western Canada and will be a landmark LRT endeavour after the 5-year construction term. The unique project challenges, such as cold weather climate and integration with an in-service LRT line, offers team members future career opportunities in the robust transit portfolio of the City of Edmonton and other similar programs across Canada.
Job Responsibilities:
Manage interface between design and construction during bid and through project delivery to optimize innovation, value, constructability and compliance with Specifications and Project Agreement
Participate in discipline task force teams, peer reviews, and evaluation of construction means & methods and applies lessons learned/best practices.
Lead/manage the brainstorming and development aspect of Proposal Design and Alternative Technical Concepts (ATCs) with task forces.
Internal coordination of construction engineering, estimating, schedule and xD modelling efforts during Pursuit and Project.
Coordinate construction methods, cost and schedule within Parsons and with JV partner to generate the best solution for the Pursuit or Project in a timely manner.
Review and approve all design-related questions/clarifications and submit to Requests for Information (RFIs) to Client.
Monitor design development against procurement schedule and budget.
Reviews supplier drawing submittals and performs technical bid analyses.
Generate deliverables list and establish required level of pre-bid and post-bid design, in conjunction with the Lead Estimator and Project Manager.
Manage the lead design firm’s services during procurement and establish a design budget and cost tracking system for both the bid and delivery phases.
Develop pre-bid and post-bid design schedule with the Design Manager, and coordinate/integrate with construction schedule.
Recognize and determine priority of tasks from construction and schedule work for on-site and off-site design teams.
Conduct meetings, reviews, prepare documentation and assist the PM in preparation of contractual communication to owner, constructor, and subcontractors.
Assist with identification of out-of-scope tasks and preparation of change orders to owner and/or others. Assist with design and schedule estimates for owner-directed change orders and contractor requested changes.
Job Requirements:
Bachelor’s Degree in Civil Engineering or related field, with 15+ years’ experience in heavy civil construction projects.
Knowledgeable in alternative delivery projects and pursuits including Design-Build and P3.
Demonstrated experience in construction and design on large complex civil projects with participation in self-perform work.
Proficiency in utilizing CAD and other software packages typically associated with construction engineering.
Ability to handle multiple tasks and issues and excellent communication skills.
Thorough knowledge of industry practices and regulations are required
Proven ability to perform in a supervisory capacity
