This Statement of Work (SOW) is for senior-level Information Technology architects for our client’s Network Modernization Project.
This capability and expertise is not currently available through existing vehicles or capacity on demand (COD). These skills are not available within the Department. There is a critical need for this skill set and the commensurate level of experience / knowledge in the planning, design, procurement, and delivery of complex Enterprise Network Infrastructure projects. These resources are critical in helping successfully implement this 6-year project.
Objectives
The Network Modernization Project is a challenging, multi-year infrastructure project that will address Network Technical Debt by replacing and modernizing the current network.
Our client requires the services of senior-level Architects to provide expert guidance and direction in the planning, design, procurement and execution of this project.
Scope
The scope of the work consists of analyzing, advising, researching, developing options, documenting, planning, and providing recommendations and guidance to Project leaders and Executive management to successfully deliver on all aspects of the Network Modernization Project.
The contractors will work with the project team, subject matter experts, and industry leaders to plan the project and to ensure the architecture aligns with the project objectives.
Among the tasks listed in section 5, the professional services will provide analysis and development of business success, “critical success factors”, analysis and development of network requirements, mapping and alignment of requirements to the incremental and final solutions the project will implement.
The contractors will also lead other functional staff to define and support the network transformation and change management activities, participate in change impact analysis and change management activities and create presentations and present to various stakeholders as well as facilitate meetings and discussions.
Tasks
Task my include but are not limited to:
- Provide advice and guidance insofar as modern network security technology best practices.
- Contribute to the developing of the logistics of staging project deliverables.
- Provide direction to technical teams in the implementation of network infrastructure
- Contribute to the measurement of network improvements from the baseline.
- Model “What if” scenarios and recommend appropriate changes to the existing network infrastructure, and recommend alternative network solutions, methodologies and strategies.
- In-depth analysis of the current state of the ESDC legacy network. They will use the results of the analysis and other metrics to assist in the development a current network baseline from which to compare ongoing network improvements as delivered by the project.
- From the analysis phase, the contractors will work with internal and external SMEs to develop a series of technology, infrastructure and procurement options for ESDC.
- Work with the network designers and engineers on the development of the target architecture.
- Provide expertise, recommendations and guidance insofar as the target network architecture to the Project leadership and executives.
- Contribute to the development of project artefacts.
- Contribute to the development of briefing materials.
- Contribute to the development of analysis reports.
- Provide expertise on the sequencing of project deliverables
- Research and recommend current network improvement best practices and industry direction.
- Assess the feasibility of migrating from the current state to the target business architecture and enabling technologies and identify network related risks associated with migrating to the target business architecture and technologies and make recommendations for risk mitigation.
- Identify business and technology trends that create opportunities for network improvement, advice business and technology Senior Executives on cloud related trends and the impact on the organization’s architectures and business strategies.
- Produce a network architectural evolution plan, recommend prioritization of network architecture evolution initiatives, and develop and/or implement a network architecture evolution plan.
- Coach, mentor and train the organization staff.
Education + Experience
- must have a university degree or college diploma in electrical engineering technology, computer science or business administration and a minimum of 15 years cumulative experience in Network Architecture and/pr Business Transformation Services for IT Solutions.
Mandatory Requirements
- experience on 3 projects completed within the last 5 years which substantiates the delivery of enterprise network architecture services for Federal government departments and IT shared services organizations serving more than ten thousand (10,000) users
- experience on 3 projects within the last 5 years which substantites the delivery of enterprise network architecture services for a federal government or IT organization serving more than five thousand (5,000) users.
- 12 months experience (minimum) within the last 5 years with the following technologies:
- Software-defined Networking
- Zero Trust Architecture
- Edge Networking
- Public/Private Cloud Infrastructure
- 5 years of experience within the last 10 years with ESDC or SSC’s IT Project Governance and management structure and ESDC and SSC’s current network design, architecture, infrastructure and operations
- minimum of 1 year experience within the last 5 years with TBS or SSC’s GC Cloud Design and Architecture
