Flex Blocking System in Effect. This position is on a flexible-blocking schedule. Hours will be scheduled based on operational need and can include daytime, evening, weekdays and weekends shifts of varying lengths as each shift can be extended or shortened by moving blocks of time as required within the pay period. Typically day shifts will be scheduled if there is no operational need for evening and weekend work.

POSITION OVERVIEW
Reporting to the Program Manager, Emergency Programs this specialized role is responsible for delivering an Emergency Preparedness and Resilience Public Education Program, and in conjunction with the Coordinator, Emergency Programs, this position will develop, implement and maintain all aspects of emergency management, including mitigation, preparedness, response, and recovery activities. This position is also responsible for ensuring the City can respond to and recover from significant emergencies effectively and to maximise the use of resources and cost recovery. Examples of key work activities include, but are not limited to:

  • Create, deliver and maintain the Emergency Preparedness and Resilience Public Education Program; lead the organization of events and activities for emergency preparedness (i.e. Emergency Preparedness Week and The Great BC Shakeout).
  • Facilitate requests for preparedness education at City activities and events.
  • Encourage community involvement through awareness education and community relation development.
  • Identify opportunities and work with internal and external partners, to develop public education courses, using integrating technology and blended delivery models to expand reach; Foster partnerships amongst stakeholders.
  • Participate and coordinate a cross-departmental task force in the planning and facilitation of multi-year exercise program, including annual tabletop and functional exercises; Reception Centre and Group Lodging activation and operation drills; and other related divisional/departmental exercises.
  • Manage public education within prescribed budget; prepare and distribute promotional materials.
  • Create and update content for websites and other communications materials related to public preparedness information.
  • Maintain resiliency measurements initiative on public engagements for statistical reporting.
  • Prepare reports and make presentations to internal committees and external organizations as required.
  • Responsible for the management and ongoing development of the Emergency Social Services contract with the Red Cross; prepare support documentation in the form of guidelines, checklists, reference guides to assist staff and volunteers in fulfilling their emergency response roles and functions.
  • Responsible for the coordination of spontaneous volunteers during a major including scheduling training, preparing, maintaining attendance records, creating volunteer identification cards, etc.
  • Support emergency response and emergency operations centre activations by responding to ESS response calls and the activation and operation of the EOC, ESS Reception Centre or Group Lodging Facility.
  • Lead the review of the Emergency Social Services Plan (ESS) including the maintenance of ESS response activation and set-up procedures, emergency callout lists, communications, equipment, the facility, supplier agreements and resource data.
  • Duties assigned during an emergency may differ from regular duties.

EDUCATION AND EXPERIENCE
A minimum of one (1) year of post-secondary coursework (30 credits) in a related field of study (i.e. Certificate in Emergency Management from an accredited college or university) including coursework in the following: Incident Command System, Basic Emergency Management, Emergency Operations Centre, Emergency Public Information, Critical Incident Stress Debriefing, Exercise Design, Emergency Evacuations, and Emergency Social Services. A minimum of two (2) years of related experience including experience in emergency management, risk management and abatement, emergency response, development and implementation of training and exercise programs, and project management is required. An equivalent combination of education, training and experience may be considered.

Experience in development and deliverance educational programs is considered an essential asset.
Experience in a municipal environment is considered an asset.

KNOWLEDGE, SKILLS AND ABILITIES

  • Demonstrated interpersonal skills that assist in the maintenance of a psychologically and physically healthy workplace.
  • Knowledge of provincial and federal regulations, policies, procedures and bylaws related to the work performed.
  • Considerable knowledge of emergency management planning and applicable regulatory requirements.
  • Sound knowledge of the municipal organization and operations as it relates to risk assessment, emergency planning, response and recovery requirements.
  • Sound knowledge of outside agencies and private organizations that provide support to the City during a major emergency.
  • Ability to participate in committees comprising of senior personnel from all levels of government, industry, private organizations and the public.
  • Ability to speak in public, meet and deal tactfully, effectively and diplomatically with the public and to maintain working relationships.
  • Considerable knowledge of training and education techniques, project management, and community outreach.
  • Ability to plan and facilitate emergency management training and emergency response exercises; ability to assist in the training and facilitation of volunteers.
  • Demonstrated ability in the areas of facilitation, project management, and crisis management.
  • Ability to demonstrate resiliency during periods of high stress in a supportive, calm and professional manner.
  • Ability to function effectively in emergency situations and make decisions with limited information available, as well as manage and direct others in crisis situations.
  • Superior interpersonal and conflict management skills.
  • Strong communication skills with the ability to present views and ideas effectively, both verbally and in writing.
  • Ability to work both collaboratively and with considerable independence of judgement in meeting overall direction and objectives as established by management.
  • Ability to make discretionary decisions, take initiative and exercise independent thought and good judgement.
  • Demonstrated project management skills dealing with the ability to manage multiple projects.
  • Demonstrated ability to develop project plans and manage budgets.
  • Skill and ability to provide design, layout, format and production for all departmental plans and publications.
  • High attention to detail.
  • Demonstrated leadership ability.
  • Knowledge of business English, spelling, grammar and punctuation.
  • Intermediate to advanced skill level in software programs including MS Office (Outlook, Word, Excel, PowerPoint) and Adobe.
  • Ability to use REDMS or a similar electronic records/document management system.
  • Demonstrated ability to learn and utilize technology for program and information management.
  • Ability to successfully clear a Police Information Check (PIC).

LICENCES, CERTIFICATES AND REGISTRATIONS
A valid Class 5 Driver’s Licence for the Province of British Columbia with a safe driving history.
