The Director serves as the Data governance and attestation Lead, managing formation of the Global Finance data governance program, attestation and “business-as-usual” activities. The role guarantees all activities conducted are in compliance with governing regulations, internal policies and procedures.
The incumbent ensures implementation and alignment of the Global Finance Financial and Regulatory Reporting Attestation policy and partners with data attestation providers to confirm assurance on the accuracy, completeness and substantiation of financial information; review certification received on the accuracy, completeness and conformance to requirements of non-financial information; confirm with attesters that effective controls are in place to ensure proper information capture, transformation and reconciliation, and adequate compilation and validation of reports; support the assessment and impact of exceptions to financial / regulatory reporting and monitor remediation action plans of disclosed exceptions including related controls that impact Financial and Regulatory Reporting including disclosure on changes in process, technology or organizational structure that impact Financial and Regulatory Reporting
The incumbent is responsible for the monitoring of data quality and assessment for root cause analysis & prioritization of identification of data issues. Once the data issues are identified and prioritized the Data Governance & Attestation Lead will be required to oversee the remediation of these issues.
The incumbent needs to be able to multi-task, be a good communicator and manage various work streams relating to Finance Data Management and Attestation, including externally driven (i.e. regulatory) and/or upstream related initiatives.
Key Accountabilities:
- Champions a customer focused culture and leverage broader Bank relationships, systems and knowledge.
- Reports to the VP Regulatory Risk Governance and is responsible for executing the Global Finance (Canada and consolidated Bank) day-to-day data management and attestation activities, including remediating data quality and attestation issues for Global Finance (Canada and consolidated Bank) and implementing change management processes.
- Accountable for the full alignment of the key Attestation principles which considers;
- the identification of data providers, and controls in place to capture, transform, reconcile and generate information used for Financial and Regulatory Reporting;
- Attestations provided by respective areas are completed by personnel at the VP or equivalent level;
- Data Providers attest on the accuracy and completeness and related controls over the information provided for Financial and Regulatory Reporting purposes;
- Submission of attestations are aligned to the frequency of the data provided.
- It is the responsibility of the Director to obtain confirmation, through Attestations that for e.g.:
- General Ledger is accurate, complete and substantiated;
- non-financial information, such as attributes at the customer, product and transaction levels required for Financial and Regulatory Reporting, is properly identified, captured and processed;
- key controls for Financial and Regulatory Reporting processes remain effective;
- exceptions on information or controls are being disclosed for assessing their impact over Financial and Regulatory Reporting
- The owner of the data for Global Finance and provides oversight and governance for the data created (e.g. atomic-level data, derived data, etc.).
- Responsible for establishing and maintaining strong data management capabilities e.g.:
- Developing and maintaining accurate data lineage for critical data (working with IT)
- Documentation of end-to-end processes, including EUCs and Key Controls
- Establishment of Service Level agreements with appropriate data providers
- Establishment of Data quality measurements and reporting
- Establishment Issue management process and procedures
- Primary point of contact for all Global Finance Canada data matters, championing data as a strategic asset and participates in regular data governance team, project, and leadership meetings.
- Developing and maintaining standards related to data quality, issue management and change management for Global Finance data that align with bank policies.
- Work in conjunction with data consumers and Domain stakeholders to establish data quality rules, standards and thresholds, to ensure appropriate data quality monitoring practices are in place.
- Accountable to ensure that Global Finance is in compliance with the Enterprise Data Governance Framework and Enterprise Data Management Policy.
- Lead the identification and root-cause analysis of data quality and attestation issues arising through the data and attestation process chain, from source system to final reporting.
- Prioritizing data and attestation issues and collaborating with business and technology stakeholders to address and remediate issues in a timely manner based on priority and severity.
- Tracks and reports on data and attestation governance work to milestones and progress.
- Partners with technology and the Enterprise Data Office and technology for the delivery of any tools required for data governance and attestation operations.
- Work within Global Finance, respective subsidiaries and markets to support policy compliance.
- Actively tracking Financial and Regulatory changes and anticipating the impact these will have on Finance data governance, attestation and reporting.
- Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
- Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.

Experience / Education:
- A minimum of 7 years of financial industry Finance and/or Technology experience is required.
- A recognized under-graduate degree in business, mathematics, computer science or a related discipline.
- A recognized post-graduate or master’s degree in business, finance, CFA and/or FRM would be an asset.
- Knowledge of Internal Controls, Compliance standards and best practices, with use of analysis tools for monitoring
- Knowledge of the Bank’s financial instruments, capital markets and wholesale operational processes & controls
- Knowledge of regulatory/financial reporting and an understanding of general ledger structure
- Knowledge of requirements gathering, design methodology and building test cases – detail oriented, analytical and capable of investigating complex / technical issues
- Able to troubleshoot data related issues and support in the authorization in maintenance and modifications.
- Excellent communication / presentation skills (both oral and written)
- Excellent team player by working with cross-departmental business & IT stakeholders
- Highly motivated and committed, capable of working in a dynamic environment with aggressive timelines, multiple work streams running in parallel.
- Strong project management experience, able to drive initiatives from planning through execution.
- Experience with eliciting and provided requirements and design
