  • Capital Planning provides the stewardship and financial control over capital projects to the organization under the leadership of the Vancouver Coastal Health management and the Board.
  • The capital planning process includes the prioritization of critical capital needs, the financial control over the approval, initiation, implementation, and closure of capital projects and capital acquisitions in a close interrelationship between the Ministry of Health and VCH Finance to achieve the successful delivery of capital projects on time, and within scope and budget.
  • Capital funding, projects, process, and policy is tightly controlled by Treasury Board via the Ministry of Health. The Ministry of Health requires significant project and financial reporting on all major capital projects leading up to project approval, as well as during project lifecycles.
  • The Capital Planning team is responsible for the financial oversight over a multi-year, multi-billion dollar capital portfolio which includes capital projects categorized as facilities, clinical equipment and information technology (IT).
  • These asset categories include the following investment categories: new builds, clinical renovations, infrastructure upgrades, upgrades at long term care, leased sites, clinical equipment, clinical and business applications, and IT Infrastructure.

As a Manager, you will :

  • Provide capital project support to facilitate the successful delivery of capital projects across VCH’s Communities of Care (CoC’s), and Providence Health Care.
  • Responsibilities include support in the administration and management of the multi-year capital plan, and providing business support to the various programs by applying technical expertise, process management and business acumen.

Primary working relationships include stakeholders across the Health Authority, the Ministry of Health, Capital Services Branch, Lower Mainland consolidated programs, and funding partners such as Regional Hospital Districts, Hospital Foundations and Auxiliaries.

QUALIFICATIONS:

Education & Experience

  • Bachelor’s Degree in Commerce, Business Administration or related field, preferably with completion of a professional accounting designation (C.P.A) or Masters of Business Administration
  • A minimum of five (5) years’ recent, related experience in progressively more senior roles, or an equivalent combination of education, training and experience.

Knowledge & Abilities

  • Demonstrated financial analysis, planning, monitoring, and reporting skills.
  • Comprehensive technical expertise, process management, analytical skills and business acumen
  • An in-depth understanding of the business plan development process and requirements
  • Develop in-depth knowledge of clinically supported, corporate, departmental, and Ministry of Health priorities, and strong business acumen
  • Demonstrated ability to communicate effectively with co-workers, other healthcare staff, executives, one-on-one, in group settings, and in writing
  • Demonstrated ability to develop and maintain effective working relationships with internal and external stakeholders and to communicate effectively to all levels of the organization
  • The ability to address complex issues within a dynamic and changing environment
  • Knowledge of capital project procurement rules within the Public Sector
  • Broad knowledge of computerized financial systems and procedures and advanced computer skills (Excel) for financial modeling, word processing, presentation and database applications
