The incumbent will be primarily responsible for developing and implementing various projects aimed at increasing the preparedness and resilience of the Red Cross, partner organizations, and the population, with a focus on Aboriginal communities. This position reports to the Deputy Director, Projects, Programs, and Operational Development.

Tasks and responsibilities

Responsibility 1 – Work coordination

  • Work with the Emergency Management Program staff to develop the program and associated documentation, in compliance with its different mandates.
  • Supervise, train, coach, and support the employees and volunteers under their direct supervision, if needed.
  • Lead team meetings with personnel and participate in meetings to coordinate operations, if needed.
  • Represent the CRC’s Quebec team with internal and external partners.
  • Represent the Quebec team on national working groups.
  • When necessary, act as interim for other advisors or managers within the department.

Responsibility 2 – Preparedness and resilience

  • Plan and implement projects to improve disaster preparedness and resilience of populations, organizations, municipalities, and indigenous communities.
  • Develop, write, and update the documentation and tools needed to carry out projects.
  • Develop and oversee disaster preparedness and resilience partnerships.
  • Advise and support the Program’s management in developing documents or analytics to achieve the department’s objectives for team preparedness and resilience.
  • Lead working committees, workshops, and meetings with internal and external partners and the public.
  • Advise partners who wish to develop resilience-building initiatives.
  • Apply, maintain, and implement emergency management standards and procedures.
  • Produce various expert, analysis, and statistical reports.
  • Support the personnel responsible for leading and coaching volunteer teams.

Responsibility 3 — Emergency response

  • Work with Emergency Management team members to develop and implement plans to be ready to respond to emergencies.
  • Implement and regularly update the various components of the Red Cross assistance program to meet the needs of people targeted by the program adequately.
  • Liaise with other assistance stakeholders to maximize needs coverage
  • Ensure that services are delivered in compliance with established standards and procedures.
  • Participate to major or large-scale disaster responses in Canada, as required.
  • Be on-call when scheduled, as required.
  • Participate to operational debriefings.
  • Support the implementation of recovery programs, particularly those aimed at increasing the resilience and readiness of Aboriginal individuals, organizations, and communities.

We’re looking for:

  • A university degree. Any relevant combination of training and experience may be considered appropriate.
  • At least three years of relevant and recognized experience in project management and coordination.
  • Experience working with partners from diverse backgrounds, especially Aboriginal communities.
  • Excellent verbal and written communication skills in French and English.
  • Experience in civil protection is considered an asset.
  • Experience working in a volunteer setting is an asset.
  • A valid driver’s license and a satisfactory driver’s abstract are required.
  • Applied knowledge in emergency preparedness, particularly in community preparedness and resilience.
  • Excellent knowledge of and practical experience with computer tools, particularly the Microsoft suite (Word, Excel, PowerPoint).
  • Ability to interpret complex information and communicate it to various groups of people.
  • Ability to work within a team and in collaboration with partners.

Working conditions:

  • This position is unionized, temporary and full-time (35 hours per week).
  • This role is based in Montreal, Québec.
  • Much of the work will be performed in a home office or office environment.
  • Travel within the province and across Canada may be part of the job duties
  • The incumbent might be required to respond in disaster areas, in difficult and unstable conditions (environmental, physical, social, etc.) and in uncomfortable conditions (noise, odors, smoke, humidity, vulnerable beneficiaries).
  • The incumbent might be required to lift up to 20 kg of relief supplies during preparedness activities and responses.
  • Possibility of working during non-traditional hours (i.e., evenings and weekends) and working long hours in a demanding context.
  • You may be required to be on call as scheduled.
