Job description: Dalhousie Financial Services strives to provide the highest quality financial services and information and ensure the effective stewardship of University assets to the benefit of students and scholarly activities. Financial Services is a core service unit of the University, providing services in areas of financial accounting, budgeting, procurement and risk management, cash management, and financial systems and policies. Reporting to the Controller, the Associate Director, Finance Operations provides senior level accounting for a range of accounting functions including Student Accounts, Financial reporting, internal control, disbursements, and tax compliance.
Key Responsibilities

– Provide support for the annual financial audit, preparation of annual Financial Statements, and review of other financial reporting requirements. Liaise with external auditors. Direct completion of reports for government or other organizations (e.g., Statistics Canada, Provincial Government Standardized Reporting, CAUBO)

– Responsible for university taxation matters related to HST and other tax filing and reporting compliance requirements.

– Manage Student Accounts and overall collection of cash for the university; plan and organize the collection and accounting of all sources of revenue. Act as the primary contact for the assessment of academic fees for changes to existing programs and the approval of new programs. Consult and provide advice to senior staff on fee policies, structure and procedures.

– Manage various disbursement processes, ensuring compliance with University policies and that strong internal controls are implemented to manage financial risks.

– Oversight of debt and credit card processing for the University, including ensuring compliance with policies and procedures and leading the institutional PCI compliance process.

Qualifications

Successful candidate must have a professional accounting designation, plus considerable post qualification financial accounting experience, ideally in post-secondary education or other large public sector organization. Experience working in an audit firm considered an asset. Must have strong leadership abilities, along with demonstrated supervisory experience. Ability to exercise initiative and independent judgement in a complex organization environment, as well as flexibility and creative problem-solving skills are required. Excellent interpersonal and communication skills (written and verbal) required. Must have the ability to work effectively with individuals and teams across the organization.
