The Citizen Lab is an interdisciplinary laboratory based at the Munk School of Global Affairs & Public Policy, University of Toronto, focusing on research, development, and high-level strategic policy and legal engagement at the intersection of information and communication technologies, human rights, and global security. The Lab uses a “mixed methods” approach to research combining practices from political science, law, computer science, and area studies. Our research includes investigating digital espionage against civil society, documenting Internet filtering and other technologies and practices that impact freedom of expression online, analyzing privacy, security, and information controls of popular applications, and examining transparency and accountability mechanisms relevant to the relationship between corporations and state agencies regarding personal data and other surveillance activities.
The Director, Administration works under the general direction of the Director, Citizen Lab and the Executive Director, Munk School. The Director, Administration contributes to the Lab’s overall vision, goals and mission by overseeing the execution of all aspects of the Lab’s administrative operations, financial and human resources management, grant administration and the running of conferences, training programs and special events. The incumbent supports the director’s needs and instructions around managing a large team of staff with diverse roles, as well as provides administrative oversight of multiple research grants, assembly and coordination of grant applications, financial planning and forecasting for the lab, office operations and management, staff recruitment, and contracting external services and vendors. In addition, the Director, Administration liaises with other senior staff at the Munk School and University partners, including the Research Services Office, the Innovation and Partnership Office, legal resources and Procurement Services. The incumbent works closely with the Executive Director, Munk School to ensure the administrative guidelines of the university are followed.
The Manager will provide strategic guidance and support to complex, multi-faceted operations projects as they are under development, identify challenges that ongoing projects face and other barriers to success, and develop solutions to these problems.
QUALIFICATIONS REQUIRED:
EDUCATION:
Bachelor’s degree in social sciences or humanities, communications, public administration, public policy or an acceptable equivalent combination of education and experience. Project Manager Professional Certification is an asset.
EXPERIENCE:
At least 6-7 years of relevant experience in project management, research management and operations role in a large research University or equivalent setting. Knowledge of University research operations. Experience with management and supervision in a unionized environment.
SKILLS:
Superior written and verbal communication and interpersonal skills. Proven project management skills include setting priorities, leveraging limited resources, meeting deadlines, liaising with multiple stakeholders, solving problems, resolving disputes and developing processes and policies for managing complex program operations. Strong organizational skills and ability to exercise initiative. Ability to manage complex budgets, donor reporting and donor relationships. Excellent computer skills, including Microsoft Office (Word, Excel, Outlook). Excellent research and grant writing skills, with the ability to create and deliver the content of high quality across a range of topics, particularly in the areas of social sciences, technology, and policy.
OTHER: Demonstrated abilities in developing networks of contacts and interests. High degree of collegiality, management experience and ability to work independently, as a team member, across divisions, institutions, etc. Proven ability to multi-task and source accurate information quickly. Require tact, discretion and the ability to maintain confidentiality. Ability to exercise judgement and independent decision-making. Ability to assimilate and interpret significant amounts of information. Ability to prioritize tasks and responsibilities. Familiarity with the university and research environment is essential.
