The Director, Construction Management is responsible for the direction, leadership, management and overall execution of a variety of construction projects, from pre-construction and project set-up to closeout and successful end-user delivery. The Director, Construction Management will be part of the Corporate Real Estate division and will lead ongoing and new construction initiatives working with the assigned team(s) at STEMCELL. The scope of projects will include office, lab, and manufacturing renovations, and large site developments. The Director, Construction Management will be primarily responsible for ensuring successful on site trade coordination, work quality, safety and scheduling. The Director, Construction Management will be a key contributor to the budget and schedule and will be responsible for delivering the projects on time and on budget. The Director, Construction Management will also be responsible for third party contract negotiations, execution and management.

Job Description

Duties & Responsibilities:

Lead the direction and oversee various construction projects through all phases of design, procurement, ​permitting, construction and commissioning, qualification and validation (CQV) activities.

Lead and conduct in-depth reviews of the construction projects to accurately schedule deliverables and estimate costs.

Play a key role in selecting and managing the Construction Management Firms, General Contractors, Sub-contractors and act as the primary point of contact for construction activities.

Ensure assigned projects are completed within budgets and designated schedules while meeting business objectives, as well as design and construction guidelines.

Oversee all onsite and offsite construction activities to monitor compliance of building and safety regulations.

Oversee, direct and coordinate construction workers and subcontractors on smaller projects that may not require a CM/GC; ensure the expected performance expectations and service delivery are met.

Lead the collaboration with stakeholders, architects, engineers, and other construction specialists to ensure the design and construction deliverables comply with the project drivers.

Effectively employ escalation and resolution management as required.

Review the work progress on a daily basis and take corrective action as required to ensure the project progress remains on track, on time and on budget. Analyze, manage and mitigate any foreseeable risks.

Proactively plan ahead to prevent problems and immediately resolve any emerging ones; identify and evaluate alternative solutions to best meet project goals.

Work with stakeholders to draft Request for Proposals (RFPs), evaluate proposals, negotiate terms of agreements, draft contracts and obtain permits and licenses.

Ensure quality construction standards and the use of proper construction techniques across the project team.

Lead the evaluation and reporting on the construction project KPIs and results; prepare and present project status updates suitable for an Executive audience.

Will be responsible for all change orders.

Will work closely with the Vice President, Corporate Real Estate on all change management and communications of assigned projects to internal stakeholders.

May be required to complete and maintain necessary training to work with both regulated and non regulated products.

May be required to provide technical expertise and knowledge to other departments related to regulated and non-regulated products.

May be required to lead, manage and support a team to maximize productivity and performance, including availability of expertise within the team for all planned activities, tasks and projects.

May be required to lead people development initiatives to increase individual and team bench strength. Evaluate direct and indirect reports through regular one-on-one and team meetings. Ensure all performance reviews are conducted and documented (quarterly goals and annual reviews), providing ongoing quality developmental feedback; facilitate promotion and compensation recommendations in accordance with company policies and practices.

Perform other duties as required.

Qualifications:

Degree in construction management, architecture, engineering or related field.

Minimum 10 years of successful construction management experience, with deep knowledge of all facets of the construction process specifically pertaining to the Lower Mainland in the Vancouver area.

Connected to the local construction industry practitioners in Vancouver, B.C.

Well versed in BIM tools and practices.

Experience with construction project management of varying scale from pre-construction, project set-up and closeout.

Advanced knowledge of construction management processes, means and methods.

Demonstrated knowledge of laboratory, cleanroom and GMP Facility Design is strongly preferred.

Experience with pharmaceutical commissioning, qualification and validation is strongly preferred.

Expert knowledge of building products, construction details and relevant rules, regulations and quality standards.

Expert knowledge in commissioning building systems utilities, HVAC, and complex BMS controls.

Demonstrated skills in negotiating, coordinating and directing work of subcontractors, and in developing strong working relationships with general contractor personnel, subcontractors, inspectors, and other related parties.

Ability to anticipate, plan and see the “big picture” in project scope, scheduling and resource planning.

Ability to effectively deal with change management, resolve conflicts and execute on crisis management.

Demonstrated experience with stakeholder engagement and stakeholder management. Proven track record in collaborating within a project environment.

Proven leadership and communications skills to manage and direct a construction project team including contractors and sub-contractors.

Excellent interpersonal and influencing skills during change initiatives.

Attention to detail combined with the ability to execute at a high level with significant independence.

Highly flexible, good tolerance for ambiguity and able to quickly adapt to changing priorities.

Confident, results-oriented.

Experience in a management role is an asset.
