The Opportunity
In this senior leadership role within the Department of Planning, Development and Legislative Services, you will support our bold and compelling vision for how the Regional Municipality of Waterloo will serve our community in the future. As a key resource to Council and the Corporation, you will support a culture of innovation and our objective of developing new opportunities to enhance service delivery to residents of the Region, while sustaining strong working relationships between the Office of the CAO and the Office of the Regional Chair and Council.
As Director of Council and Administrative Services, you will lead the strategic, financial and administrative operations of the Division, including Council and Administrative Services, Information Management & Archives, Creative Multimedia Services, Licensing and Enforcement Services, Provincial Offences Court Administration and, as Returning Officer, direct the election of the Regional Chair and elected Councillors. As a Statutory Officer, you will be responsible for executing legally binding documents on behalf of the Corporation, and ensuring the accessibility, openness and transparency of the organization’s processes and records. You will serve at the critical intersection of public debate and policy formation, to ensure that the Region’s policy direction reflects open discussion and sound advice from the public service. You will facilitate the formation of Committee and Council agenda with senior staff and the Regional Chair and Committee Chairs, and manage the medium-range agenda planning process. You will ensure that reports are concise, and written in plain English.
A master multi-tasker with a collaborative approach, you will lead complex, sensitive and high-profile projects that involve strategy, issues management, research, policy development and inter-municipal collaboration, proactively building internal and external connections and relationships, and facilitating cross-functional collaboration to achieve success.
The Regional Chair, CAO and Commissioner will count on your support in setting medium- to long-term goals around desired strategic outcomes for the organization, and you will focus your attention on performance and the progress being made on strategic goals, by engaging staff around the issues and risks, and opening up dialogue to solve problems collaboratively.
Leading by example, you will oversee a high-performing professional team responsible for Council operations, justice administration and enforcement, and freedom of information, in the age of digital transformation brought on by COVID-19 and the rapid evolution of digital technology. In a rapidly changing environment, you are a champion of democratic process, integrity, and equity. You are expert at issues management, stakeholder relations, strategic planning, and corporate performance, and cultivate a culture of leadership, performance and accountability for results.
Knowledge, Skills and Abilities Required
To assume the role of Director, Council & Administrative Services / Regional Clerk, you will have a profile that reflects the following strengths:
- Your 10 years of progressive leadership experience include long-standing experience as a municipal Clerk and/or member of an Executive Team.
- You are an expert in municipal government administration.
- You have a deep understanding of, and bias towards, leveraging legislation, procedural by-laws and public engagement to enable the vigorous debate and strong decision-making.
