Job description: The Saint-Gobain North America Director of Retirement Benefit Administration is responsible for the defined benefit and defined contribution plans and non-qualified plans in the USA and Canada. This includes being the senior contact for the actuarial work and plan administration with the Third Party Administrators. Within SGNA, there are approximately 40 pension formulas for USA and Canadian defined benefit plans with 35,000 lives under management.
This position oversees the Defined Contribution Investment process and is responsible for recommending the Investment Policy Statement (IPS) for defined contribution plans. The IPS is developed as a result of discussion with our consultants regarding best practices. In addition, this role will manage the Retirement Asset Investment process for the defined benefit pension and defined contribution plans. The USA Defined Benefit Plan has assets of $2.5 billion with a $350 million pension fund in Canada. The defined contribution pension plans include assets of close to $2 billion in the USA and $30 million in Canada.
Responsibilities for this position include, but are not limited to:
- Recommending the Investment Policy Statement for defined benefit pension/contribution plans. The IPS is developed as a result of periodic asset allocation work including the evaluating the impact of various alternatives on cash flow, expense and the balance sheet
- Managing the assets against the approved investment policy statement
- Rebalancing the portfolio in compliance with IPS to meet cash requirements
- DBO interest rate hedge attribution quarterly
- Quarterly roll forward of funded status of US pension plan
- Participating on the MD&A teams to understand any purchase price adjustments and integration issues
- Managing investment fees and custody trustee fee management
- Coordinating and reconciling trades and the Master Trust Activity
- Pension risk management and actions to de-risk portfolio via liability management like term vested buyouts, annuity purchases
- Monitoring the fund asset performance against the approved IPS
- Administration of approximately 40 pension formulas for USA / Canadian defined benefit plans. This includes 35,000 lives under management in the defined benefit.
- Administration of US Defined benefit outsourcing process including the management of company payroll feeds, census and financial reverse audits, maintenance systems, HR integration, system updates and trustee payroll feeds for 35,000 participants
- Functional design and implementation process for the pension benefit plans with multiple provisions across businesses in the Benefits Module of the PeopleSoft payroll system. This includes the actuarial location code management
- Oversight of internal controls to ensure integrity of outsourced systems
- Coordination of TPA and team to manage impact of regulatory changes on the administration
- Interpretation of U.S. and Canadian regulations, and plan documents
- Oversee the Prepare and present to SGC Benefits Committee any defined benefit appeals from participants
- Review and approve the regulatory filings
- Responsible to approve the regulatory filings with the Financial Services Commission of Ontario (FSCO) and the Quebec Regie
- Management of Multi-employer plan liabilities and strategies for risk mitigation
- In house staff billing process to be reimbursed from pension trust
- Responsible for the administration of approximately 15 matching formulas in USA/Canadian defined contribution This includes 15,000 lives under management – this includes approximately $2B under management.
REQUIRED QUALIFICATIONS
What do you bring?
- Education: Bachelor’s Degree in Business or Finance required. Master’s Degree in Business or Finance preferred
- 15+ years of experience in Finance with increasing responsibility required
- 15+ years of investment portfolio management experience required
- Chartered Financial Analyst (CFA), required
- Certified Public Accountant -CPA, preferred
- ABV Accreditation, prefer
- Strong written and verbal communication skills to interact with top leadership, external vendors, staff and peers
- Excellent communication and interpersonal effectiveness; demonstrating an ability to influence at all levels both inside and outside the company. The ability to notice, interpret, and anticipate others’ concerns and feelings, and to communicate this awareness empathetically to others.
