About Us

Building and maintaining our provincial infrastructure and public works is no small job.

The Building Infrastructure Division at Department of Public Works, is responsible for the design, construction and renovation of government buildings and facilities and the delivery of building project services for government departments, health authorities, school boards and community colleges, as well as crown corporations. We manage the care and operation of more than 2,000 buildings and structures, industrial parks, water utilities and millions of square feet of government leased or owned space. We also manage Crown land purchases and disposals and the Province’s inventory of furniture and equipment.

Project outcomes in this role will have a direct and significant impact on the ability of end-users, including government departments, school boards, health authorities, agencies and commissions to achieve their program requirements.

Primary Accountabilities

As the Executive Director for the Design & Construction branch, you will deliver a diverse portfolio of provincially funded building infrastructure projects, including projects valued at more than $1 million, as well as projects characterized as having significant complexity and risk.

You will actively participate in decision-making, strategy development, resource allocation and implementation of government objectives with respect to the annual Capital Construction Program. You will lead the development of key performance indicators that reflect appropriate allocation of financial and human resources as they apply to program delivery, all the while seeking efficiencies, cost savings and continuous improvement. Using your expertise, you will ensure adherence to various standards and policies, while supporting operational requirements and program objectives, with a long-term vision for project success.

You are crucial in developing and fostering key relationships with various government departments, the Provincial Health Authority, crown corporations, commissions, and agencies. You are also the key senior management liaison with industry professionals and related organizations, as well as contractors and consultants, with respect to building design and construction related matters.

Qualifications and Experience

You have a Bachelor’s degree in Engineering or Architecture and several years of progressive leadership experience in planning and design work for a broad variety of building types. Experience with planning, design, construction, and renovation, over a variety of construction delivery methods is desirable.

You are experienced in conceptual capital project budgeting and scheduling, project planning, design, and project development.

You are an effective communicator who analyzes and presents information in a clear, concise manner and provides vision to your team. You have a knack for networking and building relationships with various stakeholders. You are a proven leader who is a creative and visionary problem solver.

You have demonstrated success in leading and managing multidisciplinary teams and offer a diversity of technical expertise to your role. You are able to multi-task and adapt in fast-paced environments with competing priorities and strict deadlines. You must be able to attend to numerous complicated and often contentious issues simultaneously, while remaining focused on key objectives.

You consistently exercise a high degree of effective delegation and set clear objectives for your management team. You energize your team to strive towards achieving successful project outcomes and embrace the Department’s values in all aspects of their work.

Working Conditions

Your normal work week is 35 hours/week, 7 hours/day. You may be required to work overtime on occasion.

The majority of your work is conducted in a comfortable office environment with moderate travel required within and outside of the Province.

There is pressure to meet deadlines while juggling a diverse number of projects that require ongoing planning/revising. You must be able to manage stressful, complex situations and balance many different issues and considerations. Work is often subject to extensive scrutiny and criticism by the public and by the diverse communities served.

Pay Grade: EC 16

Salary Range: $4,976.46 – $6,234.89 Bi-Weekly
