POSITION OVERVIEW

Accountable Responsible for identifying and providing strategic financial revenue information for SaskTel Telco to Senior Management throughout the year Responsible for timely and accurate reporting, analysis and communication of revenue related financial results and access statistical results relating to revenues. Responsible for anticipating and fulfilling revenue related information requests from all departments within SaskTel as well as from sources external to the Corporation. Responsible for the accurate and timely reporting of SaskTel revenue and access reporting for Regulatory requirements including the CRTC quarterly and annual survey, Price Cap reporting, CRTC Interrogatories reporting to the Central Fund Administration (CFA) and Canadian Numbering Administration Consortium (CNAC). Leads staff and interdepartmental members in the development of corporate responses to revenue related regulatory issues and activities including interrogatories, decisions that influence Marketing price plans and rates and maximizes the National Subsidy funding.

LEADERSHIP ACCOUNTABILITIES
People

  • Leads, directs and manages staff to ensure the effective use of HR resources. Maximizes performance by selecting (hire external or promote from within), developing, mentoring and sustaining a high level of expertise among staff. Organize and direct work including prioritizing assignments, establishing objectives, providing regular performance feedback, conducting year end performance appraisals and taking necessary corrective action as may be required. Assists in staff career planning, establishes development and succession plans and ensures relevant HR procedures and policies are followed (provisions of the collective agreement, performance appraisals, discipline, grievance, etc). Accountable for provisioning and managing contracted resources as may be required.
  • Accountable for promoting a productive and positive environment for staff that encourages innovation, teamwork, initiative and model corporate values. Motivates staff by assigning challenging work, planning and managing internal communications and awareness of corporate direction, mission, plans and activities.
  • Ensures all safety, health, environmental and code of conduct policies, programs and standards are understood and complied with at all times.
  • Proactively identify and action opportunities to increase customer satisfaction (internal and external customers).

Financial

  • Ensure sound financial control within area of responsibility by developing annual operating and capital budgets, monitoring performance to budget and taking action as appropriate. Develops, negotiates and implements contracts for acquisition of goods & services related to area of responsibility.

Innovation * Accountable to research, develop, define and implement innovative long and short term plans, policies and objectives. Provides expertise to senior management providing education, studies and consulting on opportunities that will impact business strategy. Ensures alignment and integration with the corporate strategic plan and develops plan and operational metrics, including approaches for demonstrating business value.

  • Accountable to proactively identify and action opportunities to improve revenue and growth initiatives, decrease costs, increase customer service levels and increase employee engagement.
  • Accountable to develop opportunities to spark innovation in technology or product service delivery or process improvements.

SPECIFIC ACCOUNTABILITIES

  • Forecasts SaskTel’s National Subsidy Fund revenue and expense and SCC revenue and expense. Works closely with Marketing, Customer Services, Regulatory Affairs and other areas of Finance, particularly Regulatory and Management Accounting, to analyze and determine the competitive and regulatory impacts to SaskTel revenues and ensure the timely delivery of the results.
  • Responsible for the timely and accurate preparation of revenue results for Management and Board of Director financial statements including monthly, quarterly and annual results. Accountable for the timely and accurate interpretation and presentation of the business reasons for variances between Telco actual operating results and the budget. Works with Carrier Relations to ensure that the accounting process for computing and reporting settlement revenues is accurate
  • Accountable for leadership in the preparation and analysis of all revenue related information provided to the CRTC including annual deliverables such as the CRTC survey, the Price Cap Model, the CFA, CNAC and NAS audits, and frequent interrogatories. Leads staff and interdepartmental members in the development of corporate responses to revenue related regulatory issues and activities including interrogatories, decisions that influence Marketing price plans and rates and which maximize National Subsidy funding through controls that ensure that all contribution eligible accesses in high cost serving area are included. Maintains the corporate Price Cap (operating) Model and ensure that corporate governance and controls are adhered to, as well as safeguards integrity of price cap data.
  • Responsible for ensuring that revenue reporting and Marketing’s pricing plans in accordance with International Financial Reporting Standards (IFRS). Ensures current and future accounting policies related to revenue are understood and accurately reflected within the corporate financial results. Provide accurate and timely analysis and responses to external audit or queries during the interim and year end audits.
  • Responsible for anticipating and fulfilling revenue related Information requests from all departments within SaskTel as well as from sources external to the Corporation such as the CRTC, CFA, Crown Investments Corporation (CIC) and Board of Directors.

c. Ensuring that the team is adequately trained and coached to meet the requirements of accurate financial reporting under tight deadlines.
d. Ensuring continuity through the use of backup strategies and thorough documentation.
e. Participating and supporting the PFE process. * Leads and contributes to projects that may be urgent, unique or complex in nature and that have a major impact on the business.

  • Responsible for mitigating risk of financial misstatement by designing, implementing and maintaining effective and efficient internal controls for CEO/CFO certification. This includes incorporating internal control awareness and training into work group objectives, performance measure and development plans; assessing the internal control operating effectiveness quarterly; communicating any control deficiencies to the Finance Director – Financial Analysis and the

Finance Manager – Financial Reporting & Treasury; and for maintaining Resolver with accurate control descriptions and attaching evidence of control completion.

QUALIFICATIONS

  • Professional accounting designation (CMA, CGA, CA).
  • Demonstrated ability to develop effective ongoing working liaisons externally and internally.
  • Knowledge of the industry and SaskTel, including the CRTC regulatory environment, service offerings and operational processes.
  • Solid interpersonal skills, including the ability to interact effectively with senior management throughout the corporation.
  • Solid comprehension of IFRS as it relates to revenue recognition.
  • Ability to manage constantly changing priorities and meet rigorous deadlines.
  • Strong analytical, research, planning and project management skills.
  • Ability to plan, co-ordinate resources, delegate effectively and direct others towards the accomplishment of team objectives.
  • Experience in the areas of forecasting and financial analysis.
