This is accomplished across four geographic management zones which are responsible for the operation of acute care health centres and the provision of a variety of inpatient, outpatient services including academic, tertiary, quaternary care and community based programs and services including continuing care, primary health care, public health, and mental health and addictions.
Responsibilities
The Research Financial Services Officer (FSO) position reports to the Manager, Research, and Restricted & Continuing Care. The position is responsible for carrying out assigned financial functions supporting Research Services. The FSO acts as the primary financial services contact for designated client group (s). Responsible for the daily operation and authorization of account activity for over 1,500 accounts, ensuring compliance within the context of the funding agency, NSHA and affiliated institutions policies/guidelines. Monitors & reconciles accounts per budget and funder requirements, reconciles transactions, processes revisions and reallocations in general ledger.
The FSO exhibits sound professional judgment and initiative while working within the Mission, Vision and Strategic Directions and incorporates into daily practice the Core Competencies and Values of the organization.
Provides financial support including, but not limited to the following:
- The FSO reconciles vendor invoices, liaising with appropriate clients to resolve discrepancies
- Coordinates accounts receivable and accounts payable for institutional departments as it relates to research activity
- Responsible for providing financial education for clients and ensuring clients are aware of requirements under NSHA policy
and funder/agencies
- Disseminates policies, procedures, and best practices related to financial management
- Reviews incoming correspondence, determines the nature and urgency of issues(s) and identifies required actions
- Open/Close new research & restricted cost centers
- Complete ad hoc report requests from within finance & researchers
- Review month end activity & year end results
- Assist with quarterly & annual reporting requirements for restricted grant accounts
- Responds to enquiries from DHW and other external providers relating to financial information for specific business units
by developing and utilizing spreadsheets and other media.
- Promotes and maintains professional working relationships within and outside NSHA, with other healthcare personnel and
clients
- Holds in confidence all matters pertaining to staff, residents, patients, clients and their families and information relating to
the business of the organization
Qualifications
- Grade 12 plus post-secondary accounting diploma or equivalent
- Minimum Three (3) years’ experience in accounting or finance related healthcare
- Experience working in a healthcare setting and knowledge of MIS guidelines
- Excellent collaboration, verbal and written communication skills
- Strong analytical, problem solving and conceptual thinking skills
- Excellent interpersonal and communication skills (listening, written and verbal), with the ability to communicate
professionally with all levels of staff and the public demonstrating a high degree of tact, judgment and confidentiality when
dealing with staff and clientele.
- Experience in engaging, mentoring and empowering teams and stakeholders in a collaborative, participative manner to
respond to the mission, vision, goals and objectives of the organization
- Superior organizational, critical thinking and sound decision-making skills, necessary to provide financial support/analysis
on a wide variety of complex issues.
- Ability to prioritize workload, meet deadlines and work effectively under pressure with a high level of accuracy and
attention to detail.

Hours of Work
- Long-assignment, full-time position; 75 hours bi-weekly
- Approximate start date of June 01, 2021 and an expected end date of September 30, 2022 (Approx. 15 months)

Salary Information
$28.3460 – $33.0800 hourly
