Description:
Under general supervision of the Executive Director, Institutional Planning & Budget Administration, the Manager, Budget Administration, Reporting, and Information Systems has overall responsibility for the operational implementation of the University’s operating budget in the financial information system, including development of the tools and processes used by academic and shared service divisions for compensation planning and general budget implementation.
The incumbent directs the operational budget submission process, responds to divisional budget administration issues, oversees the audit of all cost centre plans, and reports on budget details to internal and external stakeholders, including divisional finance staff, Governing Council committees, internal and external auditors, and University data exchange partners. The incumbent conducts financial forecasting, analyses, and reporting. The incumbent also has responsibility for the preparation of the University-Wide Cost Model which allocates shared service costs to academic divisions as part of the University’s overall operating budget model.
The Manager, Budget Administration, Reporting, and Information Systems is the University’s operating budget process expert, and is a champion of technological and process innovation. The incumbent keeps abreast of best practices and technologies in public sector budgeting, and provides leadership for major change initiatives related to budget process engineering and planning and budget technologies. In particular, the incumbent will be responsible for review and renewal of the compensation planning tool in the University’s financial information system (SAP).
Qualifications Required:
EDUCATION:
Bachelor of Commerce degree and Professional Accounting designation or Master’s degree or equivalent combination of skills and experience.
EXPERIENCE:
At least seven (7) years’ experience in a University setting or equivalent in terms of demonstrated abilities.
SKILLS:
Expert knowledge of AMS systems: FIS and HRIS; Excellent working knowledge of MS Office suite of products, especially Excel; Strong oral and written communication skills.
OTHER:
Highly detail oriented and accurate with exceptional analytical and conceptual skills; Commitment to providing a high level of service to a large group of stakeholders; Ability to take the initiative, work with minimal supervision and respond to change; Able to respect matters of a sensitive nature and maintain confidentiality; Ability to lead and assemble working groups and committees to discuss and assess projects that require input from many stakeholders and provide leadership to guide and oversee their efforts; Must be able to translate statistical and analytical results into easily understood terms; Demonstrated commitment to equity and diversity; Ability to work in ambiguous situations, multiple interruptions, conflicting deadlines.
