Intro:

SSLTC is one of the City’s largest divisions with over 4,000 full and part-time staff, 3,400 currently active. The division has a highly diverse workforce, primarily made up of front-line staff working 24/7 in LTC homes. There are 10 LTC Homes plus Head Office site which currently have products and services provided entailing over 80 active contracts with a total procurement value of $30M annually.

Job Summary:

Reporting to the Director of Management Services, they will provide strategic oversight, leadership, coordination and delivery of all Procurement and Contract Management related activities for the Seniors Services & the City’s ten long-term care homes.

The Manager will lead the coordination and delivery of divisional procurement plans and contracts on behalf of the Division, working with divisional stakeholders, Purchasing Materials Management Division (PMMD), Policy, Planning, Finance and Administration (PPF&A), as well as other internal and external technical and administrative stakeholders, including government relations.

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies regarding procurement and contract management program specific requirements.
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
  • Coordinates and prepares the division’s annual Procurement Plan submission, and provides divisional stakeholders with the development of multi-year procurement plans.
  • Manages the coordination and delivery of divisional procurement plans and contracts on behalf of the Division, working with divisional stakeholders, Purchasing Materials Management Division (PMMD), Policy, Planning, Finance and Administration (PPF&A), as well as other internal and external technical and administrative stakeholders.
  • Coordinates the scheduling and execution of procurement initiatives related to the purchase of goods and services including, but not limited to, the development of Requests for Quotation (RFQs), Requests for Tender (RFTs), Requests for Proposals (RFPs), Invitational Calls, Non-competitive Procurement, etc.
  • Oversees the administration of division level procurement processes including Low Value Quotations (LVQs), Divisional Purchase Orders (DPOs), Non-competitive Procurement, etc.
  • Manages the coordination and execution of various contract management related functions and processes including contract/PO spend and usage analysis, Purchase Order Amendments (POAs), etc.
  • Assumes responsibility for the development and maintenance of the Division’s Procurement & Contract Administration Framework, including procurement and contract management planning, tracking and reporting tools.
  • Establishes, monitors and reports on divisional procurement and contract management KPIs.
  • Manages the creation of Contract Release Orders (CROs), Divisional Purchase Orders (DPOs) and Purchase Requisitions (PRs).
  • Serves as lead divisional representative for purchasing and related administrative matters and participates in various committees, corporate project/working groups, meetings, etc.
  • Designs and delivers effective strategies to anticipate and address emerging business needs and changes in corporate policies and procedures while maintaining a high level of customer service, fiscal accountability, innovation, teamwork and results.

Key Qualifications:

  • A graduate of an approved university and/or college with a business administration or equivalent of combination of work experience and education
  • A minimum of 8 to 10 years’ experience in a leadership role including managing a team of staff (unionzed/non union).
  • A minimum of 3 to 5 years of experience working in contract and vendor management or equivalent setting.
  • Experience in the delivery of procurement and contract management services in a public sector organization.
  • Effective decision making and the ability to promote and foster teamwork, and an ability to contribute to the establishment of a service delivery model that promotes excellence including optimum client service.
  • Other skills will include strong leadership abilities, effective human resources skills, strong verbal and written communication, facilitation skills, analytical and problem solving skills.
  • Ability to work flexible hours and travel to various locations.
