Since 1883, Toronto Public Health (TPH) has been protecting and promoting the health and well-being of all residents across the City of Toronto. As Manager of Information Technology, you’ll play a pivotal role within TPH by planning and organizing the successful and timely delivery of Information Technology initiatives to enable the Division to effectively perform its program delivery and regulatory functions.
Reporting to the Director, Finance and Administration, you’ll lead the Division in the development and sustainment of information and technology solutions for web/mobile applications, commercial and cloud solutions, and data management. This will involve establishing the direction and managing the planning, development, implementation and maintenance of technology plans, architecture, projects, policies, standards, methodologies and software infrastructures for Information Technology across the Division.
Driving innovation and continuous improvement
Adept at innovating and proposing alternate approaches or methodologies in a broad technical or functional area, you bring a strategic understanding of technology and platform interrelationships, and will manage the adoption of appropriate technologies in the strategic design of system solutions in support of business. You’ll also enable the attainment of enhanced efficiencies and effectiveness of business areas by directing resources towards identification, development, implementation, maintenance and support of reliable, innovative and high-value system solutions in support of business, policies, processes and best practices.
Sharing expertise in a changing IT environment
This mandate calls for a forward-looking professional who stays abreast of the changing technology marketplace, differentiating the applicability of each technology to Public Health’s business through networking with industry contacts, reading technical documentation and conducting brainstorming sessions to discuss impacts. As a result, you are ready to ensure that a high level of service and reliability of business systems currently in place is maintained by adopting best practices in system maintenance, upgrading skill levels of staff and directing preventative maintenance on the technical environment.

With your demonstrated ability to manage staff, including strengths in supervision, labour relations and performance development, you are well equipped to supervise the day-to-day operation of all assigned staff, from scheduling, assigning and reviewing work, to developing and administering the annual budget for the Unit, and effectively controlling expenditures. Your focus as you provide motivation and training to staff will be on ensuring effective teamwork, and high standards of work quality and organizational performance, while promoting continuous learning and innovation.
Achieving results in a multi-stakeholder environment
A skilled negotiator and relationship builder – internally and externally – with highly developed interpersonal, human relations, communication and conflict resolution abilities, you are comfortable interacting and communicating with all levels of the organization. You are equally prepared to represent Public Health confidently and expertly on matters related to information and technology, on internal and external committees, task forces and other consultative and operational groups.
Among the other strengths you bring to the role of Manager of Information Technology will be the following key qualifications: * Post-secondary education in computer science or a related discipline pertinent to the job function, with extensive experience working in a large, complex organization, or the approved equivalent combination of education and/or relevant experience.
- Extensive experience in planning, architecting and developing systems in a highly complex technology environment, utilizing technologies such as Oracle Database, Java and Angular related technologies in a Unix/Windows operating systems environment.
- Considerable experience managing technical staff in the development and sustainment of information and technology solutions in at least two of the following: custom-developed web/mobile applications; commercial and cloud solutions; and data management.
- Considerable experience in Agile design and development, deployment, and change management skills, with a commitment to customer service, performance quality and continuous improvement.
Familiarity with municipal, provincial and federal legislation, including occupational health and safety, employment standards and human rights, is also essential in this role.
