The Office of the Utilities Consumer Advocate (UCA) represents the interests of electricity and natural gas (residential, farm and small business) consumers in Alberta. The UCA works to ensure Alberta utility consumers have the information, representation and protection they need in Alberta’s restructured electricity and natural gas markets. The UCA solicits and analyzes consumer concerns and provides advice and guidance to stakeholders including government, regulators and utilities

Role

Reporting to the Director of Regulatory Affairs, the responsibilities of the Manager, Market Policy and Analysis, include:

  • Researching, recommending and implementing UCA policy related to rate regulation, facilities regulation and market regulation.
  • Independently determining the requirements for economic, technical and policy research related to rate regulation, facilities regulation and market regulation.
  • Assigning a Senior Analyst, or Analyst to undertake such research and the Manager independently determines the requirements for any external consultants needed to support such research.
  • Directing the Senior Analysts and Analysts concerning the development of all UCA evidence on regulatory policy issues to be presented at AUC hearings or at similar forums such as inquiries initiated by the Department of Energy, and ensuring the Market Policy and Analysis Team provides effective support to the Regulatory Operations Team for individual interventions.
  • Reviewing all UCA regulatory evidence and argument to ensure consistency with approved UCA policy.
  • Representing the UCA as an expert technical witness or policy witness at Alberta Utilities Commission (AUC) regulatory hearings and will represent the UCA as a policy spokesperson on various senior-level external committees including the Electricity Coordination Forum, the Market Advisory Committee and the Transmission Facilities Cost Monitoring Committee.
  • Representing the UCA as a policy spokesperson before the Department Of Energy (DOE) on matters related to the regulatory framework, wholesale and retail market structure and transmission policy; before the AUC on matters related to AUC rules, AUC inquiries and customer complaints; before the MSA on matters related to wholesale, forward and retail markets; and before the Alberta Electric Systems Operator (AESO) on matters related to AESO rules, resource adequacy and other AESO stakeholder consultations.
  • Collaborating with other consumer interveners to coordinate efficient participation in regulatory and other proceedings affecting small consumer interests.

A critical responsibility is to initiate and maintain effective working relations and partnerships with various internal and external stakeholders to develop, design, advocate and implement strategies and provide advice and input into regulatory projects and initiatives.

Qualifications

A related university degree (law, engineering, economics, accounting, business, and mathematics is desired) and at least four years of related experience in regulatory and utilities operations is required. See below for equivalencies.

Experience as an expert or policy witness is an asset.

Equivalency: Directly related experience or education considered on the basis of: one year of experience for one year of education or one year of education for one year of experience.

Salary

$3,062.51 – $4,121.25 bi-weekly ($79,931 – $107,564 / year)
