Job description: Under the supervision of the Chief Engineer, the Project Manager, Infrastructure Management, is responsible for managing and delivering multi-disciplinary projects, generally large-scale in nature, to develop, refurbish or upgrade infrastructure and systems. The incumbent defines, plans, organizes, coordinates and controls the activities and resources required to carry out these projects in various areas of activity related to port infrastructure (roads, railways, quays, water and sewer systems, etc.). They manage the construction sites under their responsibility and complete the requested studies and expert reports. The Infrastructure Management Project Manager’s technical expertise makes them a key player in implementing the asset management policy, which aims to ensure the sound management and sustainability of the Port of Montreal’s infrastructure.
Design and plan projects
- Help select projects approved under the corporate plan.
- Identify needs and help produce plans, estimates and specifications for preparing tender documents required to perform work.
- Work with all stakeholders both internally (Property Service, Rail Operations, etc.) and externally (the Ministry, cities, clients, terminal operators, etc.) to analyze and define needs.
- Prepare project descriptions for awarding study and design service contracts to consultants.
- Validate studies, drawings and specifications and make recommendations.
- Prepare and validate cost estimates submitted by consultants for professional services and work.
- Work with the Procurement team to determine the tender strategy.
- Assist in examining bids received and make recommendations on awarding contracts.
Ensure delivery of assigned projects
- Plan and coordinate activities of internal and external resources assigned to projects, working with other departments to minimize the impact on the MPA’s operations and to meet cost, schedule and quality requirements.
- Carry out the following tasks to ensure that work progresses smoothly:
- Coordinate work with current operations to minimize impacts.
- Ensure that work adheres to specifications (compliance with budgets, deadlines and technical quality).
- Convene, organize and manage site meetings.
- Develop or help develop changes or adjustments to the work performed, if required.
- Ensure compliance with environmental standards, developing and implementing work methods in line with sustainable development principles.
- Ensure compliance with applicable health and safety rules in accordance with the project management framework program for all stakeholders.
- Validate contractors’ work progress on a monthly basis and certify amounts payable.
- Approve change requests and justify cost variances.
- Certify compliance of work on behalf of the MPA and perform a project closeout report.
- Provide information required to prepare capital project requests.
Ensure sustainability of MPA infrastructure and equipment
- Develop, implement and carry out a preventive inspection and maintenance program to ensure the sustainability of and upgrades to MPA infrastructure and equipment.
- Identify and propose maintenance projects to ensure facility integrity.
- Coordinate activities of internal and external resources responsible for inspecting, repairing and improving MPA infrastructure and equipment, monitoring compliance with deadlines and allocated budgets.
- Examine infrastructure inspection results, recommending and initiating corrective work or programs to ensure the sustainability of the MPA’s infrastructure fleet.
Participate in the continuous improvement of processes in this position and/or department as required.
Perform all other related duties
Qualifications
- Bachelor’s degree in mechanical, civil or electrical engineering, member in good standing with the Ordre des ingénieurs du Québec
- 7–10 years’ relevant experience in civil engineering, project management or related positions
- Solid experience in marine infrastructure, an asset
- Exceptional project management and teamwork skills
- Good analytical skills
- Knowledge of the SAP environment, an asset
- Bilingual in French and English with strong spoken and written communication skills
- Very strong communication skills along with tact, diplomacy and teamwork skills.
- Excellent judgment, initiative, autonomy, diligence and flexibility are assets
