Project Description:
The Office of Research and Computing & Communications Services are in partnership to acquire professional services to lead us through the RFP process to procure a Research Information System (RIS).
This role will lead the gathering of system requirements via review of documentation and requirements gathering workshops, iteratively develop the RFP documents in collaboration with a broad array of stakeholders, recommend scoring criteria, assist in vendor proposal evaluations and consult in contract negotiations. This role will create a high-quality Request for Proposal document fully representative of the needs of the University’s Office of Research, research administrative functions with the purpose of eliciting vendor responses for the supply and installation of a university wide, enterprise research administration software system.

Key Deliverables
Provide Project Management and Business Analysis functions
Provide administrative support (e.g. note taking, organizing meetings, etc).
Recommend and assist in communications with stakeholders and the research community
Perform a review of the current state of systems and processes including the necessary intersections and integrations with other systems
Ensure fully documented
Lead requirement gathering sessions with university stakeholders in order to understand current processes and needs
Document detailed requirements to be met by a Research Information System and work with stakeholders through an iterative process of review revisions
Draft and assist in the development of a detailed RFP, including scoring matrix, and demo questions
Assist in the Evaluation of vendor proposals, including vendor demos
Consult in vendor contract negotiation
Provide a best practices document highlighting anticipated project risks and risk mitigation strategies that one can expect in a RIS implementation
Provide a high level RIS implementation plan suggesting recommended timing and resource requirements
Qualifications:
Experience & Qualification
The University is seeking proponents who can demonstrate that they have extensive experience working on similar projects, particularly with higher education and public-sector institutions and have a good understanding of the University’s environment. Proponents are required to describe their organization’s experience and background in similar projects including a brief description of their firm’s history
The University is also looking for organizations that can demonstrate their knowledge of post-secondary institutions, as well as the challenges faced by public sector institutions that perform research
Ideally, we are looking for proponents who can demonstrate experience of 5 years or more servicing the Higher Education sector in the following areas:
o Research administration processes and best practices
o Research Information Systems and integrations with other solutions (HR, Finance, etc.)
o Providing services and support in similar roles to the requirements of this RFP.
o Proponents are required to outline the qualifications of the personnel who will directly work on this project, including a detailed description of the proposed project team, their skills, credentials, and relevant experience as related to services required, including similar work performed for other public sector/university environments
o Be specific to the Research subject matter expertise that the team brings with them. Proponents shall provide detailed information related to Experience and Qualification in Appendix J

Minimum Requirements
Confirm Acceptance and Understanding of Conflict Statement Acknowledge that your firm understands and accepts the below statement: Due to conflict of interest, the winning proponent of this RFP# 1 will be barred from participating in the subsequent RFP# 2 process, for sourcing and implementing a Research Information System, as a Proponent. For example, winner of RFP# 1 (for requirements gathering and development of RFP# 2) will not be allowed to participate in RFP# 2 (for the system and implementation consulting). It is the expectation that respondents remain unbiased to any specific research information system solution. 2.4.2 Sign Confidentiality Agreement The successful proponent will be expected to keep confidential any disclosed information, developed documents, reports and other related information. The successful proponent will be required to sign a confidentiality agreement after the award of the contract, prior to the release of any detailed information on the project. A copy of the confidentiality agreement is attached as Appendix B. All materials provided by the University to the successful proponent will be required to be returned to the University or destroyed upon the completion of the project. Proponents must provide their confirmation of meeting the minimum requirements in Appendix H – Minimum Requirements according to the instructions contained in the document.
Bachelor’s Degree, or Equivalent years of practical experience is essential
Strong practical experience of project/program management with a track record of success, and previous experience managing large and complex projects.
Strong experience in upgrading complex Oracle environments
In depth knowledge of industry best practice project and program management methodologies and techniques with the practical ability to use them to consistently deliver effective solutions including advanced knowledge of resource allocation procedures
Experience or understanding of a technology mediated education environment would be advantageous.
Ability to apply creative thinking to identifying and resolving complex problems which may have technical, business, and cultural dimensions.
Flexible and diplomatic with proven negotiating and stakeholder management skills.
Team player with proven ability to build effective relationships and establish trust with colleagues at all levels across the organisation.
Effective written and verbal communications skills with clear ability to influence, guide and challenge.
High level of digital literacy, including competency with Office365, SharePoint, and Microsoft Teams.
Positive can-do attitude with the proven ability to lead change and deliver business benefits through use of technology and process improvement.
