Xplornet is committed to deliver a number of significant fibre projects in Atlantic Canada and is looking for the right leader to build a fibre design and construction competency in the region.

As the Senior Manager – Fibre Design and Construction you will lead a team of telecommunications professionals tasked with the design and construction of the physical plant associated with fibre optics networks. Your team will develop a regional fibre strategy and accompanying high-level designs, which will then be contracted to 3rd parties for detailed design, permitting, construction and test. Your team will employ this model to deliver multiple network builds in parallel.

As part of the larger Network team, you and your team will be key contributors to the architecture and specifications for Xplornet’s next generation of hybrid fibre wireless networks and the development of the competencies required to deliver and operate these networks.

Close collaboration will be required with the Network Engineering teams to ensure comprehensive network specifications are developed and that new fibre networks are delivered on-time and on-budget. Close collaboration will also be required with the IP Operations and Field Operations teams to ensure a smooth go-live transition of new infrastructure.

This position reports the VP – Fibre and IP Networks with a preferred work location in Fredericton New Brunswick.

Key responsibilities include:

  • Work with the Core and Aggregation Network Engineering team to establish architectural standards and select implementation technologies for Xplornet’s next generation of hybrid fibre wireless networks
  • Work with the business and engineering teams to build regional strategies and create high-level designs for new hybrid fibre wireless network rollouts
  • Run competitive RFP processes for the selection of fibre design and construction contractors and negotiate the final contract
  • Develop project cost estimates, schedules and effectively project manage 3rd party contractors in the design, permitting, construction and test of new networks ensuring on-time, on-budget delivery
  • Manage procurement of fibre construction materials
  • Negotiate with municipalities and government departments for Municipal Access Agreements and right of way usage
  • Negotiate contracts with infrastructure owners (e.g. pole & duct owners) for the use of their infrastructure
  • Develop fibre optic network construction standards allowing for the outsourcing of construction activities – audit contractors to their compliance of these standards
  • Develop standards for fibre optics network CAD and GIS documentation (alignments, support structures, splicing) and associated tools and management processes
  • Develop processes for post construction maintenance of fibre optic networks (linear tax, screening, locating, maintenance routines)
  • Consult with industry peers and stay abreast of new industry technologies and industry standards
  • Guide and mentor the Fibre Design and Construction team and actively share knowledge and experience across the broader Network team

The ideal candidate will possess:

  • Minimum 10 years’ of fibre optics design and construction management experience and at least 5 years of functional leadership experience
  • In-depth knowledge of fibre optic network construction techniques, construction equipment and fibre optic network technologies for use in both outside plant and inside plant applications
  • Experience leading the design and construction of FTTx networks
  • Extensive experience running construction RFPs and negotiating construction contracts utilizing fixed price, unit price and time and materials contracting models – understanding of advantages / disadvantages of the various models
  • Proven ability to manage relationships with design and construction contractors, consultants, subcontractors ensuring defined / contracted responsibilities are met
  • Track record of successful, on-time on-budget, project deliveries demonstrating an ability to plan, budget, schedule, resource and manage a construction project from initiation to final test and delivery
  • Demonstrated ability to implement processes and best practices which improve communication and allow teams to scale
  • Experienced in the development of construction standards and auditing contractors in their compliance of those standards
  • Solid understanding of OH&S requirements with demonstrated experience in the development of Project Specific Safety Programs (Job Hazard Assessments, Emergency Response Plans, Safe Work Practices)
  • Attention to detail ensuring accurate construction documentation and written standards are created for use by network peers
  • Proven ability to break down barriers and foster collaboration across functions and teams
  • Willingness to challenge the status quo and look for new and innovative solutions
